About the Institute

Education for understanding regulation—not overstating certainty.

The Institute for Coherence and Regulation develops public education, professional learning, and research frameworks for examining how human systems respond, adapt, recover, and reorganize.

Purpose

A bridge between clear public education and responsible professional practice.

ICR’s work is organized around a simple discipline: distinguish what is observed from what is inferred, what is established from what remains theoretical, and educational learning from professional authority. Courses use plain language first, then add evidence, limitations, examples, and practical application.

Founder and Institute director

David Fischer

David brings three decades of telecommunications and DC power systems experience into a systems-based approach to stability, load, variability, recovery, and pattern recognition. He is the founder of Reiki-Rife Energy Work LLC and the Institute for Coherence and Regulation, a Reiki Master Teacher, PEMF practitioner, researcher, and author of books on coherence, regulation, and energy work.

Engineering and practitioner experience are stated as background—not as medical licensure or clinical authority.

Co-founder

Stephanie Fischer

Stephanie Fischer is co-founder of Reiki-Rife Energy Work and supports the organization’s development, public engagement, and community-facing work. Specific instructional or administrative responsibilities will be identified in each applicable program’s final faculty and governance disclosures.

ICR Academy and the Institute for Coherence and Regulation are operated from Knightdale, North Carolina. Paid public enrollment remains closed while the Institute obtains a written North Carolina proprietary-school licensing or exemption determination.
